Who helps deal when student's complain of something, guidance or the student affair coordinator? teacher flirt?

It really depends on the individual school. As I've said before, there is nothing illegal about flirting, so if that is the sum of your complaint, it probably won't go terribly far, no matter to whom you take it, but if it goes beyond that, there is usually a sexual harassment protocol at each school to handle it (you should have been given a booklet at your school).
