Is it true that all organizations are run by a triumvirate of leaders, instead of 1? comment on this?

While looking upon human history, i have arrived at the conclusion that all major human organizations and countries are ruled by a triumvirate of leaders instead of one, even if there is heavy propaganda that sole person is incharge. E.g Hitler ruled nazi germany alongwith goring and goebbels even though it appeared that only hitler was the boss, Stalin ruled Soviet Union alongwith Beria and Molotov, Mao ruled China alongwith Zhu de and Zhou En Lai, Quaid-e-Azam led the struggle of Pakistan alongwith Liaquat Ali Khan and Allama Iqbal, Ghandhi Led Indian Independence struggle alongwith Sardar Patel and Nehru. So much so that a mafia family is also ruled by a triumvirate of leaders i.e instead of the don, it is ruled by the administration which consists of the don as well as Consigliere and Underboss. What do you say? do you agree with me?
