Is there a difference between the job duties of a training coordinator and training administrator?

A training coordinator is someone who performs duties such as conducting needs assessments, developing and designing training programs, teaching, taking care of resource mgmt (scheduling instructors, managing equipment, etc), it's basically more administrative than a Training Administrator. A Training Administrator would typically be the manager of the Training coordinator. They would run the department, manage the budget, do the strategic planning, etc.
