What is the purpose of Adjusting the idle screw on the carb?

Im just curious.Does it actually affect the performance of the engine? Does the idle knob have to be set in the correct position for the engine to perform correctly? I heard something about it changing the RPM and if the Rpm is set too high or too low then the engine wont perform properly.Can somebody explain please? thanks
