Muammar Gadaffi. After all, Jimmy Carter got one for doing nothing. Yassir Arafat got one for supporting terrorism. Obama got one for simply being selected into office by ACORN then later claimed merit by ignoring despotic regimes. We might as well find an actual two-bit hack dictator to take it.
