Pokemon Plot/Story Help?

My idea is it should be based in kanto but moves into other regions and the main character should be a 15 y/o boy who befriends his rivals little sister. The rivals(team rocket/team galactic) team up to capture the ultimate pokemon(pkmn of your choice) and the 15 y/o ends up getting caught in the middle.
