Ford fiesta 1998 revs up when press down the clutch, what could it be?

new Ford gas Engines allways seem to idle to high for my taste, i like it to idle around 650-800. In anycase, i would get the new idle valve, new o rings, and if not get a new TPS , when u push down the clutch it might be hitting something.
